Citizenship by investment of Malta

Malta has recently introduced a new Citizenship by Investment program referred to as the Maltese Exceptional Investor Naturalisation (MEIN), based on legal notice: Maltese Citizenship Act (CAP. 188) and the Legal Notice 437 of 2020. According to this law, this citizenship program allows high-net-individuals to contribute to the economy of Malta and in exchange to receive Maltese citizenship. Therefore, the applicant, the spouse and the qualifying family members can apply within the framework of the mentioned program. With a quota of only 1500 applications, the MEIN is designed to attract candidates who can share their talent and expertise in various fields. It is also the first citizenship programme in the EU to be recognized by the European Commission. The main benefit is that it includes a pathway to becoming a European national and an increase in mobility to 184 countries visa-free. The MEIN provides a unique opportunity to obtain Maltese citizenship with all its perks not only for investors themselves, but for their family members including the spouse of the main applicant, their children under the age of 29, unmarried and financially dependent on the applicant. 01 | Acquisition of Citizenship of Malta for Exceptional Services by Direct Investment

Citizenship of Malta by investment is an exclusive program reserved for the most reputable and financially independent candidates who wish to obtain a second citizenship and reside legally in Europe. Applicants will be required to justify the absence of a criminal record from their country of residence and or of their country of origin, as well as successfully pass a thorough process of Due Diligence verification. Moreover, to qualify for Maltese citizenship, the main applicant will have to choose one of the two contribution options available.

The following are the main requirements for the Maltese by Citizenship Programme:

  • Own a property in Malta of a minimum value of € 700,000 or rent a property in Malta of a minimum annual rent equivalent to € 16,000. The purchased or leased property must be preserved for a minimum of 5 years after obtaining Maltese citizenship.
  • Pass Due Diligence verification process. The fees for Due Diligence are of € 15,000 for a single applicant, of € 10,000 for the applicant’s spouse and of € 10,000 for each child or dependent over the age of 13 years old.
  • Subscribe to a Maltese Medical Insurance covering all health risks globally (with the exception of Canada and the USA.
  • Make a contribution to the National Development and Social Fund of Malta (NDSF). Under the new citizenship programme, you can choose one of the two following contribution options:
    • 4.1. A contribution of € 750,000 for a single applicant who may apply for Maltese citizenship after being a resident of Malta for at least 12 months.
    • 4.2. A contribution of € 600,000 for a single applicant after being a resident of Malta for at least 36 months.
  •  Make a donation of at least €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organization or society approved by the Maltese Agency.

Supporting documents will have to be translated in English by a sword translator from Malta and certified according to the current guidelines in place (i.e. apostille or legalized). Listed below are the documents required for both E-residency application as well as citizenship in Malta:

  • Notarised copies of a valid Passport, National ID card, birth and marriage certificates.
    Military book (if applicable).
  • Letter of Intent.
  • Curriculum vitae.
  • Due Diligence Checks.
  • Bank certificate, bank reference and bank statements (transactions covering the previous 6 months).
  • Evidence of the applicant’s wealth was accumulated and a source of income.
  • Insurance Policy (Health Policy to cover the applicants for a minimum of € 50,000 value covering health risks worldwide with the exception of the US and Canada).
  • Lease or purchase agreement in Malta.
  • Residence cards of Malta and of any other country.
  • Police certificates from the country of origin and from the country of residence.
  • Certificate of business incorporation and/or work letter.
  • Confirmation documents of income or any types of source: salary, dividends, pension, property ownership, lease agreements, business ownership, etc.
  • Tax assessment.

The application process to acquire Maltese Citizenship is regulated by precise rules and can last between 12 and 36 months to be completed according to the selected contribution option. Below is a standard citizenship by contribution step-by-step process to Malta:

Preparation of all personal documents required for both residency and citizenship applications. All of the supporting documents will have to be legalized and translated into English according to Maltese guidelines.

Once your file is complete and all the documents are prepared, you will be asked to travel to Malta and attend an official appointment with the Maltese immigration authorities. On this appointment, we will submit your file for an E-Residency. You will be expected to cover administrative fees of € 5,000 for a single applicant and of € 1,000 for each family member part of the application. this amount is from the total contribution of the total contribution amount of either € 750,000 or of € 600,000). At this moment, the biometrics will be collected.

The E-Residency card will be issued within the next several weeks. You may collect your residence permits in person or we can collect it on your behalf.

You may choose a contribution amount for citizenship application which is either an amount of € 750,000 (if you apply for citizenship after 1 year) or of € 600,000 (if you decide to apply for citizenship after 3 years). If you choose the first option, we may submit your application for citizenship. At this stage, you will be expected to cover government and Due Diligence fees.

The due diligence verification process may take up to 120 days.

Following the approval of the citizenship application is received, the applicant must proceed with the contribution payment to the Maltese government as well as other remaining government fees. You have a limited time to proceed with the contribution transfer. Additionally, the transfer of the donation amount should come from a bank account that is under your name, which must have been presented previously during the application process and approved by the government.

The applicant is invited to take an oath to obtain the naturalization certificate. For this action, every member of the application over 6 years old must be present to take an oath and provide biometrics.

Finally, you and your family members will receive a passport of Malta as well as a national identification card in the next 7 to 10 days.
